When it is opened fully, Eli shifts a little to let the shoulders and sleeves collapse down his arms, but makes no move to actually fully take it off. He does, however, shrug fully out of it in order to return the favor, pulling Thrawn closer by his tunic and into another kiss, eager fingers unfastening the sealing strip in kind.
They've waited so long that Eli, honestly, is just eager to see more of him.
